Ti = titanium

Try Ballistol. As far as discoloration, that's going to happen with mild steel mail, pretty much no matter what you do. Rust is just a fact of life with mild steel.

If you attach a camail (as you should for this type of helm) then it is SCA legal.

If you are encumbered by your armour it doesn't fit right, no matter what the material. You could make Ti armour that didn't fit right and it would be an encumbrance.

It's an onion top bascinet, most likely found in the Holy Roman Empire in the 14th century. Splinted arms and legs are a possibility, with a coat of plates for the torso protection.
