Only slightly wet and no it won't dilute the dye. Beside you should use two coats anyway for even coverage.

How wet? I soaked a strap of leather overnight and it was kinda like a noodle... After soaking you have to let the leather case, that is, let it dry until it feels dry but cool to the touch.
