Rustoleum is designed to prevent rust, so yes, you can use that to rust proof the inside of the helmet. Do not use a Dremel to do the rough stock removal. Use a hacksaw. Where you want the new tang to start drill two holes on either side. This will allow you to radius the shoulders of the tang.
