For padding, a while back someone posted some cool knee or elbow pads that they sewed together with foam inside as the padding. You could just as easily stuff them with cloth or whatever like a period helm liner but the biggest thing would be making them covered instead of ugly volleyball type pads.

The biggest problem with that is there's no way for us to determine whether we need the AED or monitor til we get someone hooked up so it would have to come off regardless. If someone is in cardiac arrest, I would cut the straps off.
