Actually, this item wasn't a separate leather skirt.
This was an item called pterges (literally "tongues" in Greek), and were part of the linothorax, or under armour padding worn under the kit, or by itself. This item was made of many layers of linen, and proved reasonably effective against slashing. You would also find them on the upper arms of the linothorax.

I'm afraid you've stumped me on that one...

If you look carefully at places like Trajan's Column (which shows Juleo-Claudian Roman soldiers), or on carvings of Imperial Roman grave stelae, they don't show Legionnaires wearing pterges with the Lorica Segmentata. You'd see more of this with those Roman officers (Tribune level or higher) who wore the Lorica Musculata, or muscled cuirass, or perhaps with soldiers wearing the Lorica Squamata, or scale shirt.
What I'd do is to wear rigid cuisses under the tunica, and greaves. Cloth-covered cuisses with pockets sewn in for rigid plates could do a fair imitation of [/i]feminalia[/i] knee-breeches, or you could wear something longer to hide the obviously anachronistic gear.
One place that might be of assistance to you is Legio XX. Give that a look, for an idea of what Legionnaires may have actually worn.
Another option is to talk to Owen--he is the Armour Archive's expert on on adapting Roman gear for SCA combat.

These are some of the better terges I have seen. I plan on making some similar to this for my armor.
