I need to make forearm armour, and I'm hoping to be able to do it out of plastic. I've heard great things about bazubands, so I want to try those.
How would I need to measure the elbow part of it, to make sure it would be safe?

Make a mockup in cardboard, so as to try and see how much of a "wing" you would need. It will be harder to do in plastic than metal or leather (I prefer the latter), simply to get the dished out part of the elbow to fit snugly around your arm. I have heard good things about heat guns though.
As for a general pattern, measure around your wrist, mark a strip that wide and then make a bulged out area to cover your elbow on either side. Make a dart (triangle cut) in the middle which will be riveted closed, and helps to bring the pieces together and "raise" them off the 2d plane they are normally on.
