First: Welcome to the fold.

Second: Surplus store? Is it and Army Blanket. Army Blankets, or 'Boiled Wool', is a period water resistant material and is great for cloaks. Make a half circle, use the left over to make a hood (a rectangle sewn top and one side. Hooded cloak.

Or you could use it as a Brat. a Brat is just an early Irish cloak that is a rectangle. Drap and pin with a cloak pin and you have Instant Cloak

Third: Interpretive Recreation might be a better forum for this since it isn't about Armor. and some people get testy about that. ;)
