Okay, forgive me if I'm wrong but those just look like extended length boxerbriefs that have been painted to look like armor. Walmart has those at 4 for $10, and fabric paint at around $1. Where's the $100 price tag coming from?

Artificially generated exclusivity. Raise the price until you scare away most of the sane buyers and suddenly the insane buyers come out of the woodwork. There arn't many insane buyers but at that price, you probably don't need many. The laws of economics don't always make sense nor do they always generate straight supply/demand curves.
Think about OJ's 'Bruno Magli Shoes', 'Louis Vuitton' handbags, Any car made by "Bucati" or "Aston Martin"... cost can sometimes create it's own demand.
If you think it's marketable take some armor pictures, log onto caffe press and generate your own version to sell for $75. I bet you don't sell nearly as many as the $100 version.
(and yes, part of their cost is OBVIOUSLY going into advertizing and marketing to attract the wealthy nut jobs.)
Also, if you have ever seen the cost of ANYTHING in the sex fettish market, $100 underwear would not surprise you. Bet you I can find a whole list of thongs with less material and a higher price.

IF, and that's a pretty big if, you can take that package of briefs and the fabric paint and reproduce any of those sets, then get right to it. IF you actually want any

Seriously - those aren't a typical DIY'er kind of project. If you do it yourself, clock your time on the project as well as your expenses.
Then ask again about the price tag.
Do you or I think they're worth $100 ? Pretty clearly you don't and neither do I. That doesn't mean they don't have a market for them.
If I came across some at a modest premium above plain underwear, I might buy them for the heck of it. To someone for whom a hundred bucks is small change, they might be amusing to have at their current price.

mebbe i outta get some leather codpieces, and gild them.. charge a crazy amount for them, and market them with a catchy fraze.. like a toolbox...
