Depends on which version of the surcoat you are thinking of, whether it's loose, tight, sleeved or sleeveless, protective or purely decorative. In general, fancy silk (brocade or velvet) on the outside, canvas (hemp or flax) for a liner, occasionally one or more layers of padding (cotton or wool) quilted in between.
