So I looked on OSCAR and the letter of intent for my name and arms finally made it to the commentary period on March 20th.

Second one down.
So at least I know they got it. 3 months of commentary, then a month to decide. Then another month for proofreading.
So 5 more months... I might actually get a decision in under a year.
So now that its on OSCAR is this what it means when they say "Has Passed Kingdom?"

Yes, that means it's out of Kingdom-level commentary. That is an East Kingdom External Letter of Intent (XLoI).
I remember looking at this and thinking, "Well done indeed!" Your name is documented just how I like it - in the same place and less than a generation between given and surnames - and your device is simple, which is wonderful.
