Surely the shield must be controlled by the hand.
Otherwise I could strap shield to my chest, back etc and still be legal!

Ok, then I completely misunderstood you.
Before my time in armour the use of a shield strapped to the arm, and with a loop through the hand while fighting twostick was declard illegal and "gaming" the rules over here.
