I recently went to a noobie tournament in at a local barony and most of the contestants were from that barony. I have always had a thrusting tip on my sword and have always used it. The noobies I fought had not encountered someone with a thrustie and when they mentioned it to their people they were told that esentially thrusties were bad form. I also recieved undue attention because of it.
If you have it, use it. If you don't or even if you do have one, learn how to defend against it.

I came up with a solution for non-acknowledgement of face thrusts. In Meridies and Glenn Abhann the rule is a touch to the face. No such thing as light, or glanceing. If you know that you have been touched you're dead.
At Pennsic the year they started so-called positive force, we as a kingdom decided to call and expect our normal standard (touch kill) which is a lighter standard, but we would not make a big deal about it if people did not call the thrusts.
In the first battle we were in I thrusted another spearman in the face at which point he called it light. My first thought was to rev-up the next one a bit, but decided "No, we said we weren't going to do that." Instead I looked at him and said " Milord, are you trying to tell me that my real spear did not enter into the opened faced ares of you helm and out the back of your head." he back off a second gave me a salute said "Good point." and walked off the field.
While this approach doesn't work all the time. It does make people think a second before calling a face thrust light. However, I still won't intentionally thrust harder than a touch.

I tried thrusters on my one-handed swords, but I didn't like what they seem to do to the dynamics of the weapons, and I rarely seemed to have the chance to use them.
On the other hand, I use thrusters on my great sword quite regularly, putting in a thrust as a follow-up more often than as a primary attack. My pole-arms always have thrusters on both ends, and the spear is my favourite weapon for battle or melee.

Thrusting tips have become an integral part of my fighting like any other weapon in my arsenal.
Face thrusts to distract and gut thrusts to kill or set up for the return moulinet to the face.
On the padding issue for thrusties, yes definately Padding is required, i've heard of splayed ribs from a spear thrust through a Gambeson, and i've copped a few good ones myself, thrusting is very popular in our barony.
To reduce the safety measures for thrusting tips you'd have to institute a rule that everyone must wear a breastplate that covered the sternum.
The soft spot in the middle of sternum is very vulnerable and a thrust with no padding on it would well nigh kill you, especially if it's a properly powered thrust, using the hips and forward step.
