Pennons or banners on SCA spears...

Are they allowed?
If so what is the limitation on size to keep them safe?

Yes they are allowed!
I knew this one dude who used this giant banner on his spear. it was so big it helped him block other spears from hitting him. It was cool but cheesy at the same time, so I don't recommend that big, but smaller ones are def neat.
You should consider one with an Elder sign on it to help ward off the Ancient Ones. It is almst 2012 and they are coming soon.

Don't put something on a spear that you would hate to lose. Combat is very rough on them. Mine rarely last more than one war.

Also keep in mind that a flapping banner is way easier to grab or otherwise entangle than a smooth spear shaft is by itself.

I make spear pennons from grosgrain ribbon.
Take one strip of 2" wide grosgrain of each colour you want to use, a little more than a foot long (long enough so the final product would be about a foot long) and sew them together along their length. Taper one end just by trimming it (no need to hem it), then wrap the other end around the spear and sew it on (that is, sew the end to the place where it meets).
Grosgrain is tough, flexible, not terribly expensive, not particularly prone to fraying, and slippery; so that someone trying to grab it would not have an easy time. It will fray a bit, but that just produces a "fringe" effect. Hemming it would make it too stiff and easier to grab.
I had one on an old spear for several years. One Pennsic Woods Battle, a marshal told me I should take it off lest someone mistake it for a point banner; so I asked a chirurgeon to cut the stitches. Instead, she cut through the ribbon, leaving the band around the shaft. Ah well, I did say it's not expensive, but I had no means to replace it during the war.

I've been known to use a longish pennon to entangle opponent's spears. It can get amusing

The one on the tail end of my 6' spear (that I fight with inverted) is about 15 x 20 in mid-weight cloth. It's getting a little torn up, but it only takes about 45 min to make including the charge and gromets. It's a few years old now.

And Windrose has the ones that are actually through the SEM's process and approved for use on fibreglass shafts....

Are those the same as the red ones? I don't believe so.
I looked over the Windrose website and I could not find the ones specifically meant for spears?
I can use THAT link if anyone has it...

Made from injection molded rubber these tips were designed in accordance to the Society Marshal rules for a Thrusting Tip. The tip measures 2 inches across the face and compresses at least 1/2 an inch.

These are allowed on fiberglass shafts up to 9' long.

Icefalcon tips are experimental in Kingdoms who are running the experiment.
They must follow the experimental weapon rules outlined in the handbook,
They are NOT legal at any event for general use unless cleared through the MIC of the event.

Atlantia's Earl Marshal has declared Icefalcon's 2" spear tips invalid until future notice.
There has been one instance of helm penetration where the tip touched the wearer's face. No one was injured, but he's being cautious. The letter below refers to the incident.
Sir Otto von Schwarzkatz, Earl Marshal of Atlantia, wrote:We had an issue with the 2” Icefalcon spear tip this weekend [of April 23-24]. We had a penetration of the eye slot of a legal helm. No injury occurred, but the penetration was deep enough to touch the wearer’s eyebrow. This violates Marshal’s Handbook section VII-A-10 “It shall not be possible to force any part of a weapon which may reasonably be expected to contact an opponent during combat more than 1/2 inch (12.7 mm) into a legal face guard.”
The 2” Icefalcon spear tips are no longer allowed to be used in Atlantia. This experiment is now closed.
