To my knowledge it is not legal per the SCA rules. The last rendition of the MK SCA rules did not allow for it.

We allow it in Trimaris, if you get 5 ft extra, I'll buy it from you!

I think it depends on the kingdom. I've used it before.

I don't see anything about shrink tubing in the Atlantian marshalls handbook.

Your Kingdom Marshall wrote me on another list and said that he thought it was legal....weird.

The only person I know that uses it consistantly is Count Martin down in Trimaris.
I've always been wary of anything that changes the way the rattan sounds/feels...am I smoking da rock?

Yup.
You ever been able to tell when I've had a wrapped sword? I'd guess not. Makes the rattan last longer, but adds weight. Some sticks need it, some don't.

At the society level there are two rules that would most likely apply:
VII. WEAPON STANDARDS
A. General
1. NO METAL, PLASTIC, OR PVC MAY BE USED IN THE STRIKING
SURFACE OR SURFACES OF ANY WEAPON.
I don’t think this would ban shrink tubing, it almost has to mean “solid plasticâ€Â

The last note I got from Brannos and Palymar was that as long as it doesn't reduce the flexibilty of the rattan it should be fine in the Mid Realm...

I put it about 8 to 10 inches down the tip of my sabers. It keeps them from brooming so bad. It doesnt change the stick though.
It's just like strong tape.

No, you are not. You're being conscious of the intent of the rules. Whether or not a specific material or practice is explicitly prohibited, if it changes the feel of the rattan significantly, then it possibly belongs under the catch all that we're not allowed to do things that stiffen the rattan.
Whether or not shrinkwrap really makes that kind of difference, I can't say. I've never tried it.

Since I originally got the idea to try the stuff out of the Knowne World Handbook, and since Meridies is the only kingdom I know of that actively forbids the stuff, I'd say, shrink away. There's another thread on here that pretty exhaustively covered the topic, including my sources for shrink tubing.
re: whether it follows the spirit of the rules or not, it has no impact that I have ever been able to detect on the springiness of the rattan. It simply keeps the rattan from coming apart as quickly as it normally would. If you gave me a choice between being hit with a 1.25" rattan stick that had been covered in shrink tubing, and a 2" thick stick of rattan that hadn't, I'd choose the former. Go figure.

However and I use the Hugh But here,
If the SEM is going to ban siloflex as a laminate, I suspect that the shrink tubing will fall the same way. Just a thought.

He is going to rewrite the rules to not include the siloflex as an alternitave.
No one has said yet weather this rule rewrite will pass.

Made a huge difference in how long the sword lasted. Didn't add as much weight as glass tape. Doesn't really change the flexibility...it's really just to add a layer of protection against fraying. I recommend it if you get tired of making a new sword every month.

I should note for anyone interested that McMaster-Carr (mcmaster.com) sells many varietes (cheap, abrasion resistant, high-shrink, low-shrink, etc) of heat-shrink tubing in both appropriately sized diameters (anyone need something to go around 3" rattan?

) AND low quantities.
I'd wait until you decide to put several weapons together so that the shipping doesn't kill you, but they ship same day and can get it to you the day after if need be. Page 715 of the big yellow book, IIRC.
