In stock stuff is good, but if it's anything but some cheap mild steel, personally I'm not going to spend $750+ on a set of arms or legs in spring stainless, I'm not going to accept an off-the-shelf piece that isn't built specifically to my measurements. It's like going to buy a $2500 business suit that says "medium" and hoping it fits well. I think you're on the right track with spring stainless as a "on request" only item.
Rather than the cycle of hire>fire>hire>fire>hire>fire, how about a cue from Santa's little helpers?
Seasonal work. Try to find 1 or 2 people who enjoy armoring, and hire them as either on-demand or seasonal employees when things are more towards their peak. If you have someone you can trust, and they come to do work on the side when needed (i.e. not their main job) I think that could help you produce more armor, as well as ease your workload on the strapping, polishing, and other easier things.

We arent going to hire employees anymore. Thats one thing the partners are for sure about. I will be paying to soundproof a six car garage where Im moving, which with no noise the neighbors wont care, but I will no longer need to have 4-5 cars coming to my house and leaving every afternoon. Im going to mostly switch over to instock armor. Ive already mostly phased out mild steel and stainless fromt he website with few offerrings for order anymore. Im going ahead while the economy is right and buying my retirement home and getting my final shop fixed up just like i always wanted. Going to quit this 75-80 hour work week and drop down to 35-40 like a normal human, and get a little more golf in and catch a few more fish. 20 more years of that and Im gonna retire
