Am I wrong in thinking that youths can not use rattan weapons? (or is this not for SCA combat?)

They are switching to using a 1"(or less) rattan core instead of a PVC pipe core. The padding specs are otherwise unchanged. And this is being adopted at the Society level.

True the padding reamans unchanged, with the exeption of strapping tape wich is no longer needed in the middle Kingdom.
There is no need to strap the rattan before sliding on the tube padding.

Our youth rattan fighters (east kingdom) have Division IV- Youth Rattan at age 16-17.

As do we as well, your Excellency. But that is regular rattan, not the shaved rattan as used for boffer. Divisions one two and three.
