Actually, it only looks like. Byzantine armor made of another shape scales - they are usually longer. Also, they have 3 or 5 or 6 holes per scale in contrast to Asian 10 or more holes lacing.
Also, in Byzantine armor leather works as padding layer when in Mongolian type combined leather+steel suits leather plate is independent.
And, finally, Byzantine suits usually made up to down which is good for infantry and Mongolian suits made down-up which is better for warrior on horse...
