Henry II coat neckline?

Coat of Emporer Henry II

I found this coat researching embroidery. I can only find a few referrences to it anywhere on the net. The collar, or neck opening, has me baffled. What is the extra "strap"? It looks like it could be on the cover of Weekly World News as the garment of a two headed person.

If anyone can explain the neckline, show me other examples of it, or tell me what it's called I'd appreciate it.

Looking at this image of a similar tunic, the line between the two straight up and down parts is an open slit that ties or loops shut some how.

The same is true with this tunic; where the collar meets the embroidery there is an opening:
