Was there any boots made around the 13th to 14th century that were not made of leather?
If being the case then what were they made of?

Eastern Europe (and beyond) certainly have a long history of felt boots from well before the 13th cent right on through modern times. It is still the prefered footware for herding Mongolians today. Can't think of anything else that "foot" the bill.
I'm unsure how far West the felt boot tradition holds. Perhaps Russ will chime in and say if they were in Hungary or not. I can't imagine them being any further West than that however.
