My bazubands are definitely unacceptable for my Romano-Brit kit, so I was thinking of making a pair of splinted greaves and hidden elbows, but I need to nail down the time frame they appeared.

About what time period did splinted greaves appear within a European context?

If you're talking western/northern European, the only evidence is a single burial from Vendel era Sweden - 7th century.

As far as I've been able to research, that's it.

There is other evidence for them in Eastern Europe (Hungary about 10th century, Byzantium 6th to 12th centuries, Russia) and the steppes , but not in Western or northern Europe.
