Fletching fluffing

My dad just sent my bow and arrows through the mail. Unfortunately, the way he wrapped them rumpled my quill fletchings. Is there any way to straighten them out?

I know people who Do the whole Native american Thing reccomend a brusah and steam to fix dirty/ rumpled feathers, but I dont know how it would work, as I have never done it.
