id lightly sand them then try to buff it out, i dont see any real need for reapplying the acrylic unless you grind all the way through it..

a light sanding and a little elbow work should bring out the shine.

i used pauldrons on my first set and had a similar problem, to get sufficient shoulder coverage i had to bring the straps closer to my neck. the way i resolved this problem was by doing away with the pauldrons and made shoulders out of lamellar, the kit turned out looking alot better that way too.

Im not sure about the sizing of the knee cops but id say its probably small. im an average size guy, 5'11 165lbs knees are like 4.5" wide, about the same height.
