Helium Cylinder
Today a found and old helium cylinder, it is supposed to be empty. How do I check it to make sure it is empty and how do I then cut off the valve and the top portion so i can turn the cylinder upside down and dish in it?

Centerpunch definantly. Also I marked the frame on the centerline of the punch on both sides and the front. I use a center punch to mark my hole, then i unscrew the bottom die in the punch so there is a little space so i can see and feel the point of the upper punch slip into the hole, then i tighten up the bottom die carefully and punch. there is probably a faster way but that's what i do. you get better...
