Helium Cylinder

Today a found and old helium cylinder, it is supposed to be empty. How do I check it to make sure it is empty and how do I then cut off the valve and the top portion so i can turn the cylinder upside down and dish in it?

Thanks a lot for the suggestion. Today at work I picked up a few pieces of black metal skid banding, and cut it into tiny wedges that I hammered in between the cross and the blade which solved my problem. I then injected some epoxy and the whole thing is drying now. It now rings true again :)

The KMS throatless shear popped up at Canadian Princess Auto a number of months ago. I compared six of them at my local store to my HF knockoff and they are pretty much the same, so I think the claim of 11 gauge is way to generous.

I use a center punch to mark my hole, then i unscrew the bottom die in the punch so there is a little space so i can see and feel the point of the upper punch slip into the hole, then i tighten up the bottom die carefully and punch. there is probably a faster way but that's what i do. you get better...
