I was not able to find 4140 in sheet form in the USA.
In India if EN24 / 4340 is available then I'm going with that, otherwise I'll look for EN19 / 4140. If I can't find either of them then I'll go with EN9/1055 or EN49/1063 which is available for $3 per kg in small quantities in Meerut, India.

The hold up is that I would need to buy 100kg of EN24 / 4340 per thickness of sheet metal that I want. I'm trying to get a sample piece rather then pay around $700 - $800 to see if it is any good.

You can only use what you can find available to buy as sheet metal. 4340 has a 270ksi yield strength at a HRC53 hardness and still has a 11% elongation before break. My plans for my next steels to test have changed. The list is now EN9 (similar to 1055), EN49 (similar to 1063), and EN24 (similar to 4340) milled in India. I might use look at EN19 (similar to 4140).

The problem with high carbon steel is that a large part of the hardness range that can be produced with it is too brittle for use as armour made for armoured combat sports. If you heat treat it correctly and measure the hardness with a diamond penetrator type Rockwell hardness tester you may be fine...

Not having a temperature controller or even a pyrometer is going to severely limit the usefulness of the results. At minimum I'd recommend buying a hand held test pyrometer. The 400C 30 minute temper batches work as expected with a resulting hardness of Rc43. I think that this is the heat treatment that I am going to go with for now.
