The rosettes on the upper chest would indicate a catch for chains to the sword, dagger, or helmet.
Thats more typical of a coat of plates or covered breastplate than a surcoat over mail

Klein Tools "eight inch ferrus metal diagonal cutters" - run you about $25, available at electricans shops or Home Creepo in the electrical area - not the tool corral.

Let it dry indoors, without heating it, then a good saddle soaping, and light application of neetsfoot oil.
I use a dressing of beeswax, neetsfoot oil, and mink oil - greasy as hell, and reeks in hot weather but it does nice job keeping the leather happy in wet weather

A hard, forcefull blow is a hard forcefull blow - if it hits your chest through a gambeson and mail you get broken ribs, if it hits your back whrough a gambeson and mail you get broken ribs, or ruptured internal organs
