the Eastwood Co. sells a product called Oxisolv rust remover which does a great job of stripping galvinisation from mail. A 3/4 hp baldor should be plenty ( though I agree with MRKS that more hp is better). By "spring steel" most armorers mean 1050 carbon steel (though I've heard of a few folks using 4130).
