the Eastwood Co. sells a product called Oxisolv rust remover which does a great job of stripping galvinisation from mail. I'd recomend one of the vise mount versions such as #7 or #8. The punches are inexpensive and quick to change. I did a similar project, making a lorica squamata, and while it was tedious it went pretty quickly.

The armour you describe reminds me of a piece shown in an Osprey book on the crusades (which unfortunatley I can't find right now) It was bands of glue laminated leather assembled, as best I culd tell sonmewhat like a COP. A 3/4 hp baldor should be plenty ( though I agree with MRKS that more hp is better).
