The new 2000 SCA Marshall's Handbook has been released on http://www.sca.org
Be warned, however - there are 2 types of download - entire document as 1 download, and in portions as seperate downloads. The download in portions has several incorrect links linking to the old document, and so it doesn't 100% agree with the document that is the one complete download, which is correct. The society earl marshal working on getting that fixed, and may already be fixed at this time, but to be on the safe side i recommend downloading the full version.
Also remember that this publication is the minimum acceptable, kingdoms may enforce more strict standards. be sure to check with your local marshal.
