I've been riveting with regular tinners rivets, insertion from the inside and mushrooming on the outside, but I just recieved 2 pounds of brass and 2 pounds of steel rivets. The question I have is does one put steel rivets to steel, and brass to brass, or does it just matter about what looks better? I figure that brass trimming would get brass rivets but what about brass against steel?

It really doesn't matter much...you can use brass rivets on steel and vise-versa. It also depends on what you are constructing and for what purpose.
For example, I would not rivet an SCA helmet together with brass rivets since brass ultimately cannot take the stresses of that style of combat or on that particular piece of armour. I would use brass rivets for Gauntlets, Pauldrons, and, depending on the post thickness, articulated elbows and knees.
