Quillions built from EVA foam and leather?

Hello,
Let me preface this by stating that I live in the East Kingdom and the ruling from the earl marshal clearly states that striking with the quillions is in violation of:
VII. WEAPONS STANDARDS
C. Two-Handed Weapons.
4. No weapon may have a cutting and/or smashing surface at both ends.
...and I'm ok with that rulling. However it IS legal to build a pole-arm that looks like an inverted long-sword such that the pommel, quillions and grip are the striking head and the blade is now the handle with the original sword tip being the cue of the pole-arm. It is even possible to build a single weapon that can be used as both BUT you can not switch mid-combat. Something about striking first with one end and then striking with the other opening up the slippery slope for allowing quarter-staffs...
With that said, (and please start a seperate thread for discussing quarterstaffing and if it should be allowed...) Has anyone attampted to build a set of quillions or quillion shaped axe-head from EVA foam and leather? I have seen a number of nice axe heads cut from EVA foam with a slab of leather on either side for strength an stability. I was considering 2 EVA trapazoids with leather on 2 sides and top and two pair of tabs taped (no hose-clamp!) to the shaft.
Anyone try this before? Anyone have experience with something similar and want to give me generalized advice? Anyone see anything amazingly stupid about this plan I hadn't considered?
This project has been on my mind as some random time in the future but I need a pair of matched long-swords for Pennsic, my attempts to build quillions out of metal has been abysmal and I really can't afford a nice pair from Windrose or Anshelm this year.
