Can anybody think of a good use for a 41" long x 1 1/2" x 1 3/16" plank of rattan? I could tape the hell out of it, but obviously can't carve it into anything I would feel comfortable selling.

Eh, wouldn't take that much tape to make it legal. I think you could sell it fine as long as you mention that in it's untaped form it's not quite legal. Maybe at a slight discount if it makes you feel less guilty.

Am i mis-reading this? It's only slightly under minimum in one direction right? one layer of tape makes it legal., that's how I build my single swords.

1/16" is more than a layer of tape ... unless you have some amazingly thick tape.

I decided to finish carving it, tape the heck out of it, and keep it for my own use ... but not before I had a wicked little idea and grabbed a camera:

If it is allowable in your kingdom (and you can find it), use SILOFLEX to encase your rattan. It works great to preserve swords and will add the necessary thickness (with Siloflex and tape).
I've also found that Siloflex will help with extending the swords life. However YMMV.

Siloflex is allowed in the Midrealm. I brought a siloflex encased baton with a Baldar hilt as a spare to our most recent fighter practice and ended up loaning it out to a knight who broke his own sword. I haven't had much luck getting siloflex on a non-round sword, however. I've heard Nissan puts siloflex strips on the striking surface of his swords, but haven't tried that yet.
I decided to keep that item on
http://foxknife.com, but added a little text explaining why it was there.

I usualy spiral wrap mine with fiber straping tape and then ducktape, gorilla or some of the heavy tapes are a bit thicker.
