Hi i need too find a dealer for 4130 Heat Treated(32 to 38 rockwell C) too finish my armor; i need a dealer in canada or usa but he have too ship in canada.

I live in Grand Rapids MI and there are dozens of heat treating companies here ,(from small mom&pop to international), you might want to do a google search and find one that would be willing to work with you.
