edited, missed the painted part.

how much more than minimum SCA padding does it use for a 23" head.

I have a 23.5-23.75 inch brow (dending on hair). You think that is close enough?

My wife's head is 22 and 3/4" at the brow... and with 3/4" padding on either side, there is just a bit of wiggle room.

With 1/2" of padding (SCA Min.), you may be able to pull it off...

But it would be close.
