It seems that there are quite a few of translations of Vegetius work, any particular one you can recomend?
Cheap and easy to accuire is a plus.

This copy from 1497/98 seems nice but a bit expensive at $45000...

Well there is some kind of translation in the site http://www.deremilitari.org/sources.htm
under heading of primary sources.

I did´n't check its quality but you can read it for free...
