King of arms is chief herald of a sovereign prince.
He ranks above heralds and poursuivants.
Examples:
Garter - for King of England,
Navarre, for King of Navarre.

Suitable is someone the Prince finds suitable to appoint.
But AFAIK I can tell he should be proficient in all tasks that belong to heralds, that is taking forward messeges in matters of arms, recognizing and composing heraldry and probably also acting as a master of ceremonies for feats of arms.
