I'm blown away at how decent this looks. I can only assume it's cheaply made, but at $19 is it a good deal?

No, something else led me to the Bud K site. And when I stumbled on that hood for that price I was kinda shocked.

Good price perhaps...

But I wouldn't count on it in combat however.

That is a pretty good price. It is called a Coif not a hood though.

Chances are it is made from 16ga galvanized butted rings. It should work fine for costume armour but I would not expect it to last very long in any combat situation.

so, if you are looking for something to wear around, yeah that should be fine. Although I would put it in a vinegar soak to strip the zinc off it.

(on Pennsic) I know that movie. It is the 13th warrior. A bunch of guys in armour that doesn't match itself or anybody elses, go on a trip and argue and get drunk and get laid and then fight Tuchux.
