You can get different size plastic mask forms online or at places like Michael's Crafts... Use a 4-5 oz veg tan leather, treat it with acetone and stretch it over the mask & form. When dry it will retain the shape & you can dye/paint it.

Hears a basic walk through of the process. Andrea did a bit of tooling and stuff in the SCA years ago before her work caught on in the film and Theater industry.. She still sells on Etsy http://www.etsy.com/shop/Merimask?page=1

Its a bit easier to form a thinner piece of leather the traditional venetian carnival masks are very thin leather thats somehow treated.
An easy stiffening agent would be acrylic floor polish It will smell of amonia but dry clear but make everything darker with a high gloss finish. I use a cheap paint brush and apply coats letting each dry 6-12 hours before applying the next. If you want bright colors or a mate finish I would paint over the acrylic layer.
