Okay, okay -- I know I'm going to sound like a genius on this one, so get your licks in whilst you can, but -- how do you polish dull stainless into mirror-polish stainless without equipment? Can it be done by hand?
I can hear the chuckles beginning already, you heartless bastards ...

Start with a low grit sandpaper, say, 120, and go through about 6 different grits to about 1800 or so. Each time you step up to the next grit, make sure that you obliterate all the scratches the last grit made. When you get to 1800, it'll be pretty shiny already. After that, no idea, unless you've got a drill.

You can mount a buffing wheel on a drill if you buy the right mandrel (about $5 or so). Buy some stainless steel polish (all of this is available at home depot). Then, mount the buffing wheel, get it spinning full speed, hold the polishing compound to the wheel for a couple seconds, then press the piece lightly against the weel, and make sure you get the entire thing. After a few passes, you should have a nice and shiny polish.

Yes, I can't resist.
First, before you use 120 grit sandpaper,
check out how smooth is the metal.
If it is smooth start with a 600+ grit.
A viberation sander will save you elbows, for it will take a wile even then.
Most stainless polishes are an oil cover only.
Simicrome is a good hand finisher.

The best way is to find someone with a buffer.

That's true... I'm still quite unskilled, so I had lots of hammer marks and scratches that I had to get out...
