Crossposted here, because I wanted answers of a slightly different bent:

What is a King of Arms?

How is the office important for the doing of deeds of arms?

Who can by rights be a King of Arms, and what sorts of people are best suited to it?

What are the traditional roles of a King of Arms?

King of arms is chief herald of a sovereign prince.
He ranks above heralds and poursuivants.
Examples:
Garter - for King of England,
Navarre, for King of Navarre.

Suitable is someone the Prince finds suitable to appoint.
But AFAIK I can tell he should be proficient in all tasks that belong to heralds, that is taking forward messeges in matters of arms, recognizing and composing heraldry and probably also acting as a master of ceremonies for feats of arms.
