Is the top of the shear supposed to stick out like this outside the edge of the top blade? At one time when I tried to adjust the blade spacing the lower blade was caught by the part that sticks out over the top blade.. Is it grinded down too much or is it me that doesnt know how to work this thing? =)

Your blades have been resharpend a time or twenty. I got a used B@ a while back that is in the same shape. A little grinding above the blade (with the blade removed) and it still works. Not perfectly but I think that is from someone messing up the angle when it was sharpened. If I had the moneys I'd get a new blade, but I dont so i keep using it.

How close are they to touching? That is the important thing. Optimally, they should be set at 1/4 the thickness of the metal you are cutting, apart. If you set it for your usual material, they will be fine, in general.
If your normal material is .080", then there should be a consistent gap of .020" or so between them.
