looks to my (rather) untrained eye this appears to be opera/play costuming or something much like it.

Its a costume and it looks like the velvet might be silk. Reminds me of something from the 1920s 30s or 40s.

It's interesting...no specific time peroid jumps out at me though. Velvet places it later, but...some stage creators have been known to mix cloth and styles for particular looks on stage.

If I had to place it somewhere, it would be on stage where it means to portray "the medieval look" from a slight distance, but not really up close. Kinda like when we cover armour or figthing shoes to fit in the "10 foot rule". Close up shots look like worn velvet to me - especially since its in the high wear areas like the cuffs.

I don't want to blatently state "it's not any SCA peroid" or "it's not close to being right" since I don't know every clothing source from 500-1600, but...that being said, my first reaction was a slight wince. :)

It looks like it is imitating a short sleeved dalmatic over a tunic, and early to mid 12th century garment, but it is a costume not a historical copy.

Definitelt theatrical I'd say. Nice, but pertaining to no particular period.
Fabric looks interesting - the "armour" bit I mean.
Probably vintage which would probably indicate quality fabric etc.
