I'm looking for either a simple skull cap, visorless bascinet, or war hat. I have a 23 inch diameter forehead. Anybody?

I noticed you haven't gotten any bites thus far. I'm not sure what your price range is or whether you need this for ren faire, SCA, live steel or what but Adam Berry at White Mountain Armory makes very nice kettle hats for SCA use, as does Ironmonger. Windrose Armory has a crusader cap with a mail drape for SCA use. You can get a bascinet from pretty much any competent armorer for SCA use as it's the most popular helmet in the game.

If you need just a simple cervelliere type skull cap check out Albion Swords moat sale. They had a few when I looked a few days ago.
