I started out with a ball-pien hammer, drill, jigsaw, bench vise, vise grips, axe file, and I managed to make a pair of spaulders and guantlets. So it can be done.
Try to find someone to show you some stuff, this will sped up the learning process.

a potential source for very affordable tools are pawn shops, yard sales, and auctions... start making the rounds, and don't be hesitant to bargain or barter; maybe you can offer to clean out a back room in exchange for "the hammer in the window"...
there is always money too be made, wether it's mowing lawns, shoveling walks, carrying groceries, walking dogs, excercising horses, or blackmailing older siblings(wait, forget i said that!)...
other options are making mail(previously mentioned), or working leather(this is whole lot of fun, and very forgiving)...
whatever you do, start small, and don't get discouraged; it's all about the learning the process... if something turns out like you wanted, take it as a bonus!
there are armourers in canada; find some you like and trust, and start communicating with them; mentors are always good to have... it's always about finding out who knows what you need to know...
do you have some sort of metal shop or body shop in your school? if so, talk with the instructors, this could be something that interests them! Check with your history teachers, they are often founts of bizarre knowledge you never would have expected...

Right, first off I started when I was 13 doing maille, now I'm 16. The best place in Canada in my opinion is princess auto. http://www.princessauto.com
They have really cheap hammers and other things you can use. The best thing is they have the "Surplus" section, i found 4lb sledges for $2 cdn. Here's some good stuff to pick up:
1. drill and sanding pad + sanding disks
2. auto body hammer set
3. some 4 pound sledges
4. angle grinder
5. trailer hitch ball
6. vice
Also look at canadian tire, i picked up a jigsaw for $30, still works really nicely.

You will find that many of the members here will agree that a kit is a work in progress, never TRULY finished. Instead of plate, try maille, much more cheap.
